  1. Preheat the oven to 375°F (190°C) and line a baking sheet with parchment paper.
  2. In a skillet, heat olive oil over medium heat. Add the minced garlic and finely chopped onion, sautéing until translucent.
  3. Add the diced tomato and bell pepper to the skillet, and cook for another 3-4 minutes until softened. Set aside to cool slightly.
  4. In a large bowl, whisk together the flour, baking powder, baking soda, and salt.
  5. Cut the cold butter into the flour mixture until it resembles coarse crumbs.
  6. Stir in the shredded cheese and the cooked vegetable mixture, along with the mixed herbs and black pepper.
  7. Add the milk gradually, mixing until a soft dough forms.
  8. Turn the dough out onto a floured surface and gently knead a couple of times, then pat into a 1-inch thick round.
  9. Cut the dough into 4-6 scones using a sharp knife and place them onto the prepared baking sheet.
  10. Bake for 20-25 minutes or until the scones are golden brown and cooked through.
  11. Allow to cool slightly before serving.
